Unskip idlharness tests that could not fetch /interfaces/webidl.idl

Until 323681@main our copy of interfaces/webidl.idl was named WebIDL.idl. Some
iOS and macOS bots check out to a case-sensitive volume, where the idlharness
tests that depend on webidl failed with "Error fetching /interfaces/webidl.idl",
while they passed on the other bots and locally. That was the cause of the
webtransport failures.
Remove their expectations. Also unskip the webidl idlharness test, which was
skipped for this error, and the mediacapture-streams one, which depends on
webidl as well and was skipped after the 2024 resync. Update their baselines:
webidl now passes the QuotaExceededError tests, and mediacapture-streams
reflects the current IDL, including failures for DeviceChangeEvent, which we
don't implement.
