REGRESSION(323290@main): Documents that SOAuthorization loads into an iframe
get no agent cluster

SubFrameSOAuthorizationSession loads its pages into the iframe with
WebFrameProxy::loadData(). The WebContent process loads them as substitute
data for an unreachable URL, which skips the navigation action and response
decisions that assign an agent cluster. Debug builds asserted, so ten
SOAuthorizationSubFrame tests timed out. In release builds the document had
no agent cluster identifier, so Document::agentClusterID() fell back to the
site and a same-site parent could not post it a WebAssembly.Module.
The UI process now makes the assignment for these loads, as it does for
_loadAlternateHTMLString, and WebPage::createDocumentLoader() applies a
pending assignment to subframes without site isolation too. This also
removes the expectations added in 323492@main.
