Add URL::protocolIsInHTTPFamilyOrBlob()

Reviewed by Alex Christensen.
Several places check whether a URL scheme is http(s) or blob, for example to
decide whether a document's policies come from its response headers.
Review of the fix for bug 327253, which adds more of these checks, asked for
this to land separately.
No change in behavior.
