You need to add -WODirectConnectEnabled NO to the launch arguments in
Monitor. When this is enabled, it disables Refuse New Sessions.

Hi!
Today I needed to install a new version of an application. There
were some people using it, so I tried to turn on the "Refuse New
Sessions" options on some of the instances, so that there was
always one instance running.
Strangely, I could not turn it on! I turned off Scheduling, but
when I clicked on the "OFF" button of the "Refuse New Sessions"
column, nothing happened. Or almost nothing... each time I cliked,
I got a new active session on that instance!
My deploy environment is 5.3.1. Shouldn't I be abre to turn on
that option? Is this intentional, or a bug?
