I'm not a lawyer, but I just looked at /Library/Receipts/DeveloperTools.pkg/Contents/Resources/English.lproj/Licens e.rtf and saw that redistribution *is* prohibited, except "Subject to the terms and conditions of this License, you may also deploy server applications built with the WebObjects Software on any platform."
