Seems we've been here before. I'm going to write it down this time
dammit...
Alternative approach is to edit your /System/Library/StartupItems/
WebObjects/WebObjects or /System/Library/LaunchDaemons/
com.apple.wotaskd.plist (whichever is relevant for your system) and
add an additional argument to -WOHost localhost.
