What is going wrong is that the operating system is running out of sockets. That's why whatever it is you're running on the server dies, and the admin tools die, and ssh won't let you log in -- ssh has bound one socket to which you make an initial connection, but needs more to run your shell session once you've authenticated, and there aren't any. The best fix is a reboot, as you have found.

This usually happens only if whatever is leaking sockets is running as root. Are you running WebObjects services as the appserver peon user or as root?
