I believe the BBC site is done like this.... they use WO to generate the pages but then save the output to files and serve it up via a static WebServer. I think they wrote a bunch of code to do that though.

Talk to the guys at Objectpark Development. They have done something like this a couple of years ago. As far as I remember, it wasn't so easy.
