For my two cents, I get around this by generating a cookie with a uuid
for each user. This provides me with a unique ID for the user, so I
can then I store information (that I would usually store in a cookie)
on the server side.

I'd say technical limitation. Returning some JavaScript to set the
cookie is probably the easiest way.
