If you mean a currently deployed app, the easiest way would be
(1) Set the prop as a launch argument in the WOMonitor settings like this
(launch arg props override Properties files)
-DdbConnectURLGLOBAL=jdbc:frontbase://localhost/netBrackets
(2) Launch a new instance
(3) Refuse Sessions or kill the old instance
