Mostly, yes. b.o.o seems to sync around every 24 hours. However, I've seen several (in the 10's of) bugs that have failed to sync, and it appears that once a bug doesn't sync, it will not sync until it's next changed. In other words, if the sync misses a change, it can be considerably out of date.
