There is no requirement for a US mail account. All free mail services,
regardless of locale, can experience delivery problems due to the fact
that they are often used by spammers.
When you say mail is "not forwarded", are you saying mail being sent by
you is not going to a particular list or being rejected outright? Or are
you not receiving os.org mail for lists that you are subscribed to?
Which lists specifically are you referring to?
