In my memories of working with them, .properties are UTF-8 ancoded,
wouldn't it be easier to keep then as such?
Properties files have to be ISO 8859-1:
"the input/output stream is encoded in ISO 8859-1 character encoding.
Characters that cannot be directly represented in this encoding can be
written using Unicode escapes"
