I just talked to Christian, who is working on improving the download page. With the new version being rolled out soon, it will be possible to link to a specific version and language, and have the operating system autodetect.
You could then set your static page with two versions in front of it. Would that work for you?
Side note: I do not understand why we have a download page with only the higher numbered version (currently 4.0.4) when we develop 2 code lines in parallel. I think the user should have a clear and not restricted choice between both versions when she arrives on the download page.
I don't know how in the end we came up with the current style of the download page - it's been quite a while since that is in place. :) But I hope the above solution works for you.
