Yes, that's the mysqldbinlog tool that Isvaran already mentioned (see 
http://dev.mysql.com/doc/refman/5.0/en/mysqlbinlog.html) 
.

It only works on the MySQL binary log though - not the innodb log  
files which are unique to the InnoDB engine.
