Please review the fix for CR 6653066.

Testing done on the new bits:
-- Ran "httpd -V" to make sure it shows the latest version, 2.2.8 .
-- Started apache22 SMF service (with server_type set to prefork and worker
and enable_64bit set to true and false) and checked if it starts without
any issues (other than CR 6653084).
-- Ran httpd-test suite and results were same as that of Apache 2.2.6.
-- Checked if "svn" which depends on apr and apr-util libraries, runs fine.
Tested for "svn help",
"svn list svn://anonsvn.mono-project.com/source/trunk",
"svn diff" commands
-- Created new module using apxs and checked if it works.
-- Checked if the 2.2.6 module works with 2.2.8 server.
