By all reason it should be a single package delivering the binary and the config that goes with it (as analogy, see debian's libapache2-mod-php5 http://packages.debian.org/sid/libapache2-mod-php5/i386/filelist). Unfortunately the package system requires separate packages for files in /usr vs. / (like /etc).. hopefully this is yet another thing that can get fixed with IPS! -- Jyri J.
