I would suggest GNATS or cvstrac, both free software. cvstrac is probably overkill, though, as its best feature is (not surprisingly) its cvs-tracking ability, which ties in nicely to its ticket (bug) - -tracking stuff. The bug-tracking is the weakest feature, though.
