Marcallee, I totally agree with the mission of WEDI and
the goals of SNIP. However, all too often as we try to dig into the merits and
capabilities of one approach to a problem set versus another the discussion
tends to get too polarized to be fruitful. I agree that examination and
discussion of the challenge of easily, quickly, affordably connecting providers
to payers is not over, but as I said, Edifec's community enablement is only one
such model, and not necessarily best practice even if you do assert that it is.
Other models will emerge - as they should - and ultimately the marketplace
will decide what it wants.

- Provide a forum for the definition of standards, the resolution of implementation issues, the development and delivery of education and training programs and the development of strategies and tactics for the continued expansion of electronic commerce in healthcare;
- Assist healthcare leaders to define, prioritize and reach consensus on the critical technical and business issues which affect the implementation and value of electronic commerce;
- Ensure that electronic commerce standards, policies and regulations for healthcare are thoughtfully developed and implemented;
- Serve as the primary catalyst for the identification, communication and resolution of obstacles that impede the growth of electronic commerce within healthcare;
- and Inform and educate WEDI members and other healthcare stakeholders about the benefits and strategies for successfully implementing electronic commerce.
And SNIP:The WEDI HIPAA SNIP Task Group has been established to meet the immediate need to assess industry-wide HIPAA Administrative Simplification implementation readiness and to bring about the national coordination necessary for successful compliance.
- SNIP is a forum for coordinating the necessary dialog among industry implementers of the HIPAA standards.
- SNIP will identify industry "best practices" for implementation of HIPAA standards.
- SNIP will identify coordination issues leading toward their resolution as industry adopted "best practices."
- SNIP will adopt a process that includes an outreach to current industry initiatives, an information gap analysis, and recommendations on additional initiatives to gap-fill.
I think the model of Community Enablement is a "best practice". Others may disagree. If they do, they should share with us why and what they believe is a better approach. As we experienced with Third Party Testing, we must walk a fine line when a vendor is bringing a best practice to the table that others may not be offering at that point in time. But as we also saw as a result of our incredibly lengthy, thorough discussion and research of that model, talking about it educates us all and allows SNIP to evaluate its merits so we can make an educated decision about whether or not we want to go forward in recommending the approach as a "best practice".The discussion of enablement and the various approaches to it is far from over, it's barely even begun.
