Details:
Tcl plugin does not compile with autotools (ok with cmake).
It is not detected by configure script (on Debian sid):
checking for Tcl headers files... configure: WARNING:
*** Tcl headers couldn't be found in your system.
*** Try to install it with your software package manager.
*** WeeChat will be built without Tcl support.
