It's a small problem on irc server with TLS. I submitted a bug for gnutls and
got answer with fix (by forcing priority):

So in WeeChat following commands should let you connect to this server:
/set irc.server.chatspike.ssl_priorities
"NORMAL:-VERS-TLS-ALL:+VERS-TLS1.0:+VERS-SSL3.0:%COMPAT"
/set irc.server.chatspike.ssl_dhkey_size 1024
/set irc.server.chatspike.ssl_verify off
