Hi Bill,
I've been following the mystery of where the soil and leaf data is coming 
from. Gary and Tom have given you excellent help in trying to track down 
the source. I'm hesitant to mention this , because I don't want to confuse 
the issue, however if you have done some customization in the past it's 
possible that you have added something to your extensions.py file that's 
now having undesired effect . Might be worth checking the contents 
depending on your WeeWX installation type:
/home/weewx/bin/user/extensions.py
or
/usr/share/weewx/user/extensions.py
