Aha, that would do it, a bit hard to do a directional plot without direction. After the last couple of days I have decided I need the rewrite the windrose generator, it was one of the first pieces of code I write for weewx and it's pretty ratty in places. This is another issue I need to make sure the code can handle gracefully. Thanks for your patience.
