No, the RTC issue is not about extra precision - it is about problems caused when weewx starts up if the rpi does not have the correct time - and many times it takes time for the ntp service to connect and update. Whilst awaiting ntp the rpi is using the fakehwclock - which can confuse weewx. See the wiki for comments regarding the RPi and weewx.
