Your PYTHONPATH is non-standard, so something got messed up with the implementation of Python on your machine. It is missing paths like /usr/lib/python2.7/dist-packages which is normally where configobj is installed.
The path is usually set by the module site.py, nominally located in /usr/lib/python2.7/site.py.
