I changed it to HTML_ROOT = /var/www/html/weewx/smartphone and now it works 
ok.  Before it was overwriting the seasons index.html.  The graphs 
displayed on the smartphone pages are the older graphs.  Is the newer 
smartphone skin supposed to use the newer graphs?  Also, on a side note, I 
still cannot get the Edge browser to display anything.  Isn't that weird?  
I went so far as to delete all my cookies, temp files, everything.  Just 
getting a blank screen.  Things display OK in Firefox & IE.  Using Nginx, 
did not change any settings in Nginx.  Installed Raspian Stretch Lite V 
4.14 about a week ago.  Did a clean install of weewx yesterday using 
apt-get instructions in userguide.  That installed V3.9.1
