One thing you could try is running weewx from the command line <http://weewx.com/docs/usersguide.htm#Running_directly>. It will print out to the console all the data in an archive record. Watch for entries marked "REC" (most will be marked "LOOP"). What is the value of txBatteryStatus in there?
