weewx.conf has the highest precedence and *might* be overriding your choice in 
skin.conf.  Another possibility is that you don’t have the correct number of 
brackets in your skin.conf entry.

Perhaps you could try the following and report back.

In weewx.conf, under the report in question (labeled XxxReport here), add the 3 
lines below.  Or change them if they already exist.

[[XxxReport]]

[[[Units]]]
            [[[[StringFormats]]]]
                mile_per_hour = %.2f
                mile_per_hour2 = %.2f
