I'm running the RTLDavis driver for almost a year now on Raspbian GNU/Linux
9 (stretch) with no issues.

Yesterday I installed the driver on RPI running Raspbian GNU/Linux 10
(buster) and I'm seem to be having the same issues you are having.

At first, I was thinking it was location/antenna issue, but the only
difference is the RPI OSes (Stretch vs Buster).I'm assuming you are running
Buster?
