I just double checked /etc/weewx/weewx.conf and wee_debug and both are showing debug = 1 and [StdReport] log_failure = True.
Did another sudo /etc/init.d/weewx restart, still no DEBUG entries in /var/log/messages. index.html in /var/www/html/weewx has the 1 January timestamp, but all the graph images are up to date. index.html in /var/www/html/weewx/standard, mobile, and smart are all up to date.
