This is an interesting concern. I am from DIA, moving on next week as a
ruby on rails developer from being a Silverstripe developer. In my humble
opinion I think Sapphire has its limitations compared to Rails (I'd rather
not go in to details). The majority of target projects for Silverstripe
are brochure level sites. The main driver behind this is consolidation
and consistency across govt web space.

I believe the application space will still remain on specialised technology
stack such as java, ruby, .net etc.
