Yes, others have suggested that it is Gloucester Bus Station. Perhaps there wasn't an intermediate blind for the short working ?

I would hazard a guess that it is Gloucester. The LD on the extreme
left appears to be not from Red & White, so presumably Bristol OC. The
destination display on 803BWO is confusing, but the 1964 timetable
shows a couple of short workings on the 13 from Gloucester to Lydney,
and (presumably) the intermediate points blind has been incorrectly
left for the full journey to Cardiff. The Gloucester-Cardiff service
was numbered 13 at least until the opening of the first Severn Bridge
in 1966, and possibly a couple of years after that.
