The regulation dosent cover where it's operated from, just the distance between 
the start and finish points of the route.I believe an operator could run short 
routes more than 50km from their base and still run them under domestic 
regulations.

Barrie - the 45 minute can also be split into one 30 minute and one 15 minute 
break (but each must be at least that amount and it can't be mixed), although 
this still has to be within the 4 1/2 hours. I suspect that if Stagecoach take 
over X63 Brecon/Coelbren to Swansea from Veolia when they go that it'll be 
operated from Brecon and will also then come under EU regulations. I think 
Veolia get away with it being domestic at the moment due to their depot being 
along the route, but I could be mistaken and it may actually already be under 
EU regs.
