The regulation dosent cover where it's operated from, just the distance between the start and finish points of the route.I believe an operator could run short routes more than 50km from their base and still run them under domestic regulations.

I suspect that if Stagecoach take over X63 Brecon/Coelbren to Swansea from Veolia when they go that it'll be operated from Brecon and will also then come under EU regulations.
