I think it's defined as a 50km "radius" from point of origin, not actual road mileage but "as the bird flies". Driver regulations are very confusing, I had to wait a week for the DVLA itself to find out and confirm that at age 20 I had no restrictions on distance on any type of PCV work as nobody in Swansea had a clue!
Turned out there was a recent change in legislation that lifted restrictions at age 20 on condition that the driver has an initial CPC certificate and CPC card only nobody thought to publicise it!
