Anonymous is right.  I looked at what it would take to write a script to do
this and it isn't practical.  

The problem wouldn't be so much in extracting the mapping from units to
abilities and specials; that could be done easily enough with a script to
mine the data tree.

The problem would be in making the generators for abilities and specials help
aware of this data.  The script would either have to generate some kind of C++
table to be merged into the help generator at compile time, or else we'd have
to invent a new HelpWML tag, do surgery on help.cfg each time the data was
updated, and add a bunch of interpretation machinery in help.cpp.

It would be too complicated.  Marking this Wont Fix.
