I'm closing FRs that are very old and either (a) poorly specified or (b)
outright silly.  Yes, judgment is involved here -- but I expect my status
changes to be reverted if other devs feel strongly about them.

I disagree with your assumption; I think if there's no reasonable expectation
after three years that a dev will ever tackle an FR, it *should* be closed. 
If this is a change in Wesnoth's implicit policy then I say it's time for
that change.

I think all this deadwood has a friction cost -- it's a distraction from bugs
and issues that are really important, and it makes cleaning up the real bugs
look impossible and demoralizing.
