Follow-up Comment #2, bug #9944 (project wesnoth):

I just had a look at this, the units are only spawned if there are no elves
at all, right? That is, as soon as just one unit is spawned from before, the
fallback doesn't get active? This could be problematic if a player only has
exactly one elf left. It might be better if those level 1 units are spawned
as replacements in case it didn't find any old units. But maybe I am reading
the WML wrong.

Another thing, the comments say "Recall up to four elvish fighters and three
elvish shamans", but the code makes it look to me like you get up to three
shamans and only up to three fighters, too.
