Follow-up Comment #2, bug #10589 (project wesnoth):
It's not really important whether a unit can pass the terrain it's on. It's
more important that the unit can move to a terrain next to it. (Although a
unit an a wall looks odd.)
I'm not really convinced that it's an engine bug instead of a WML bug.
