Follow-up Comment #2:
The bug was related to some recruitment checks which were set to fatal. This
was changed somehow and already fixed in 1.3.14. The save does work in that
version. The bug was already reported several times, I will not search for a
number.
Beside this I (and Mordante, too) don't understand what you mean with your
report.
