Details:

Currently, support for the defeat/victory music has to be enabled on a
per-scenario basis by adding the WML Macro VICTORY_AND_DEFEAT_MUSIC (which
adds two events to the scenario).

It has been discussed that the better solution is to have automatic (but
configurable) support for playing such music in the game engine.

I imagine that the core game configuration would hold the playlists for
victory and defeat (currently 2 tracks in each department).

There should also be some WML attributes to override the default behaviour,
either by specifying a different piece to be played, or by disabling the
feature. Whether that is wrapped inside a [music] tag or just handled as an
attribute of [scenario]/[multiplayer] is up for discussion.
