Details:
I run the exe installer. No error during installation.
But I choose 中文(zhongwen) from language list, and nothing happened.
The interface remains English.
And I found the problem in $WESNOTH_SETUP_DIR\translations\.
"zh_CN" and "zh_TW" folder is missing, but found "zh_CN,zh_TW" with empty
content. In other words, the Chinese translations are missing in the
installer.
This disallows Chinese people to play wesnoth in their own language.
