Details:
Attempting to modify the current turn number using the [modify_turns] tag
fails if the turn limit is disabled (value= -1).
Error message from stderr.txt:
20081208 00:09:38 error engine: attempted to change current turn number to
one out of range (12) or less than current turn
Now it's true that changing the current turn when there is no turn limit only
serves to add flavor to the scenario, and there is a workaround that involves
setting a large (but not infinite) turn limit, changing the current turn,
then setting the limit back to infinite, but it would be nice to have the
[modify_turns] tag behave predictably and consistently for infinite turns.
