Summary: fullscreen doesn't work properly when taskbar is on

Details:
Repro:
1) Move taskbar to the left edge of the screen. Don't set it to auto-hide.
2) Start Wesnoth full screen.
3) Alt tab out to another window
4) Alt tab back into Wesnoth or click on Wesnoth in the taskbar
Expected result: Wesnoth takes up the whole screen.
Actual result: Taskbar is still on screen and Wesnoth is shifted over to the
right. Changing the resolution fixes it, but its a really frustrating
workaround.
