Details:
This patch allows the tags [remove_shroud] and [place_shroud] to take a comma
separated list of sides to remove for. It also allows the tags to affect all
sides by not including side= .
It includes an update to the changelog and all default content that uses
those tags.
The wiki will need updates at both of these locations:

wmllint will need updated as well
