I can't reproduce the locked height bug in 1.9, so I will just assume it has
been fixed since then. About overlays (be they unit or item images), they have
always been pinned to their top left corner. So, as far as the SCALE modifier
is concerned, there is no bug, it behaves as expected.
Feel free to open a feature request about moving the pinpoint of overlays to
the center of tiles. It's just a matter of computing better values of xpos and
ypos at src/game_display.cpp:353. Such a feature will break all the overlays
that were not stored in a full 72x72 image; but perhaps there isn't that many
of them.
