Follow-up Comment #1, bug #17291 (project wesnoth):

This happens as long as the translation is not finished. Untranslated strings
(or "fuzzy" ones) will show up in English. Its a technical (IMHO wise)
decision as 1 - keeps the campaign playable 2 - triggers interest in the
translation effort.

shows the same for each campaign in Bulgaran even for the stable release.

you want to participate in the translation, contact him. 

(IMHO - its important to have a translated tutorial + ONE full fledged full
translated campaign - (suggesting HttT) to get more interest from players of
your language.)
