Totally confirmed now. If you want reproduce this bug, is easy: Host
2p-Howling Ghost Badlands on 1.9.9, save a replay. When you load that replay
you will see decoration is not showed, due to PLACE_IMAGE macros outside of an
[event] on this map CFG
