One other problem with the OP preferred solution (add an option that allows to
put the side in an 'idle' mode) is that any player rejoining the game to claim
their side will have to watch at least part of the replay, so I'm not sure it
would really work to just put that side in "idle" unless that also allowed
some way to get the player back into their side without seeing anything else
in the process.  That means freezing the game, one way or another I think?

If we have to pause the game and wait for someone else to come back while in
"idle mode" then suddenly perhaps saving and re-hosting becomes preferable -
except the same issue of seeing both player's sides in the game creation lobby
comes in.

Finally, in larger games the player might drop and reconnect several times in
a game while other people are taking their turns.  Ideally, the rest of the
players would be able to play on while the person rejoining could skip the
replay and be giving their side back without being the wiser.

However, given the reality of how replays work, I would suggest the best
option we have for now would be an idle mode (AI that doesn't move or
whatever) that could be saved.  That way if the players want to wait they can,
hoping the returning player doesn't peak at the map.  And if they want to quit
and host anew they can do that.
