Details:

Using [endlevel] in a MP campaign to load a new scenario now brings up a kind
of set-up interlude screen. Though this might be a nice feature (though I
can't think what it would be used for), I reckon there should be some way to
disable it.

In my campaign, The Altaz Mariners, there are lots of short scenarios that
players move between, thus returning to this set-up screen is time-consuming
and breaks the flow of play. I'm sure there will be plenty of other places
where it is not appropriate.

I was told that the allow_new_game key could be used to disable this
'interlude' screen, but it doesn't work.

What's more, there is an associated bug: if a side has multiple alliances
(e.g. team_name=1,2) these aren't handled correctly in the set-up interlude
(e.g. it will default to team_name=1). This breaks many scenarios as former
allies will now attack you.
