Follow-up Comment #7, bug #23000 (project wesnoth):

I'm still having problems with the broken team_name key. It used to work on
1.10, it was broken in 1.12 and seems to still be broken in 1.13.

I've noticed that this key is used in the 2nd scenario of Legend of Wesmere
(Hostile Mountains), line 127: team_name=player,trolls

I've found that the alliances work as expected when the scenario is loaded in
a local MP game when it is set to to allow_new_game=yes. However, when the
scenario is loaded as part of a campaign (i.e. following from another
scenario) the team_name and user_team_name attribute of all sides reverts to
something generic like 1 or 2 (even when a string has been specified in the
side definition).
